Pursuant to the September Visa Bulletin, the visa numbers for the EB-3 Category (Professional, Skilled and Other Workers) moved to July 1, 2010. Previous month’s cut-off date was January 1, 2009. This marks an 18 month advance in this category within only one month. Actually numbers for the EB-3 category advanced from December 22, 2006 to July 1, 2010 within the past 10 months. This is a very rapid and unusual advancement in an effort to respond to the excessive demand in this category. Historically such movements have resulted in a dramatic increase in applicant demand for numbers within a few months according to the September Visa Bulletin. At this time there is no indication that the expected increase is materializing, meaning that there does not seem to be enough applications to exhaust the available visa numbers. This has resulted in significant movements in the September cut-off date for all countries. The rapid movement in visa number availabilities from December 2012 to September 2013 can be seen by comparing the cut-off dates for each visa bulletin;
